They were rude because the office hour of the office that deals with the applications was between 5 and 6 p.m., therefore very close to the time when they close up, so everybody who was there was incredibly frustrated and longing to go home. Still - I don't get it either, especially the last person was unbelievable - she told us that she did not know what our problem was and then that she did not know what we were to do, and then got up, held open the door to her office, and then followed us and held open the door to the building for us. Un-fucking-believable.
And no one knows where my letter is or believes me when I tell them I handed it in, even. It's lovely.
