I've heard that complaint and while I do understand where its coming from I really enjoyed the fact that the writers left some space for character development. That's one thing that bugs me about TNG - the adventures they are having are fine and fun to watch, but any character development they do include seems to follow the unwritten rule that everything that does develop has got to go back to status quo within two episodes, and that's just annoying.

Also: people hate Odo?!! I get why people would hate Wes, that granddad of all self-insertive Stus, but Odo? Odo is awesome!
